Yup hubby had ATM/Debit card and cheque book from the Halifax for his dad. His dad also had his own cheque book until very late on (not that he used it but he could have done).
The branch were very good and sorted everything out without any problems at all!
Whoever you spoke to hasn't the slightest clue about their bank's own procedures - nothing new there then 
Hubby made an appointment to speak to a suitably qualified advisor and they had all the forms needed and understood the whole process.
I will have a hunt on their web site and see if I can find the details.
